Summary of the House Committee Version of the Bill

HCS SB 275 -- REPEAL OF CONVEYANCE OF PROPERTY IN COLE COUNTY AND
THE MISSOURI STATE PENITENTIARY

SPONSOR:  Russell (Johnson, 47)

COMMITTEE ACTION:  Voted "do pass by consent" by the Committee on
Local Government by a vote of 13 to 0.

This substitute repeals the authority of the Governor to convey
certain tracts of property owned by the state in Cole County to
either the General Services Administration or the Missouri
Development Finance Board.

The substitute authorizes the Governor to convey to the Missouri
State Penitentiary Redevelopment Commission certain state
property located in Cole County known as the Missouri State
Penitentiary.  The substitute allows for the property to be
parceled out and conveyed at different times.

FISCAL NOTE:  No impact on state funds.

PROPONENTS:  Supporters say that the bill is necessary to
transfer the state prison property to the Missouri State
Penitentiary Redevelopment Commission.  The commission will
redevelop the property for resale.

Testifying for the bill was Senator Russell.

OPPONENTS:  There was no opposition voiced to the committee.
